A refugee in Europe may request the transfer of their international protection to another member state for the following reasons (indicatively): • In the case of significant family, social, or cultural ties in the destination country • For humanitarian or medical reasons In any case, the transfer must not pose a risk to the national security of the destination state. The motivated request for transfer must be submitted to the authority where the refugee currently resides. This member state issues an opinion on the transfer request and sends it to the destination authority. The latter takes the opinion into account in its final decision, but it is not bound by it.
